Position Summary
We're seeking a knowledgeable, detail-oriented NBIS Program Manager to be in responsible charge of our existing NBIS bridge inspection agreements throughout Pennsylvania — and, just as importantly, to drive the growth of this sector of our business. This is a dual-track role: you will manage inspection teams, ensure program compliance, and perform QC/QA reviews, while also soliciting new clients, pursuing new NBIS agreements, and expanding Wilson's inspection footprint among state, county, township, and borough owners statewide — in close coordination with state and local owners and PennDOT Districts.
You will be stepping into an established program, not building one from scratch — our current NBIS portfolio includes state, local, and private-sector contracts, backed by experienced inspection staff and internal technical and administrative support.

What You’ll Do
Program Management & Leadership
Serve as the responsible charge Program Manager for statewide NBIS inspection agreements serving state, county, township, and borough bridge owners.
Plan, schedule, and track inspections in accordance with 23 CFR 650 Subpart C and PennDOT Publications (including Pub 100A, Pub 238, Pub 583, Pub 626).
Coordinate with PennDOT staff, state and local owners, planning organizations, and internal inspection teams.
Lead and mentor inspection staff; support training and technical development.
Business Development & Client Growth
Solicit and secure new NBIS agreements with state, county, township, borough, and other prospective public and private-sector owners across Pennsylvania.
Develop and present statements of interest, technical proposals, and fee estimates for new inspection contracts.
Build and maintain relationships with PennDOT Districts, state and local agency officials, planning organizations, and other referral sources to expand Wilson's NBIS footprint.
Track market opportunities, contribute to strategic growth planning, and help shape the future direction of Wilson's NBIS practice.
Monitor PennDOT ECMS solicitations and state and local agency procurement channels to identify, pursue, and win new NBIS agreements across Pennsylvania.
Quality Assurance / Quality Control
Perform detailed QA/QC reviews of inspection reports, load ratings, and documentation.
Ensure compliance with PennDOT standards, electronic data requirements, and program practices.
Maintain consistency across teams and deliverables.
Technical Inspection & Field Oversight
Participate in complex or fracture‑critical inspections as needed.
Review and interpret condition ratings, element‑level data, and BMS3 submissions.
Support emergency response, priority assessments, and post‑event inspections.
Coordinate field activities with clients, railroads, regulatory agencies, subcontractors, and equipment vendors—including inspection of select railroad-owned structures under FRA Bridge Safety Standards (49 CFR Part 237).
Asset Management & Client Support
Assist clients with planning, budgeting, and capital improvement guidance.
Provide structural insight for maintenance recommendations and prioritization.
Support coordination for rehabilitation, replacement, and follow‑up engineering efforts.
What You’ll Bring (Minimum Qualifications
B.S. in Civil Engineering (structural emphasis preferred), with a PE or a minimum of 10 years of NBIS bridge inspection experience, including completion of an FHWA-approved comprehensive bridge inspection training course and required refresher training, satisfying 23 CFR § 650.309(a) Program Manager qualifications. Current PennDOT Certified Bridge Safety Inspector (CBSI) credential required.
Demonstrated business development experience, including proposal writing, marketing, and client outreach within the public-sector infrastructure market.
Team leadership or program management experience, with the ability to be in responsible charge of multiple client agreements simultaneously.
Familiarity with PennDOT standards, publications, and inspection requirements.
Strong technical writing, reporting, and communication skills.
Self-starting, entrepreneurial mindset driven to grow a book of business and the relationships that come with it.
Preferred Qualifications
Active PE in Pennsylvania (or ability to obtain).
Certified Team Leader per NBIS requirements — FHWA/NHI Safety Inspection of In-Service Bridges (Course 130055 or 130056) with current refresher (130053) — with a track record of advancing into program-level responsibility.
FHWA/NHI Nonredundant Steel Tension Member (Fracture Critical) Certification (130078), or willingness to obtain.
Candidates with an active Nationally Certified Bridge Inspector (NCBI) qualification from outside Pennsylvania, and willingness to complete PennDOT's CBSI training pathway, will also be considered — particularly for candidates positioned to help expand Wilson's inspection footprint beyond Pennsylvania.
Established network of PennDOT District and county/municipal contacts across Pennsylvania.
Experience with state, county, and municipal bridge programs in PA.
Proficiency with PennDOT BMS3, ECMS, and electronic inspection tools.
Experience mentoring junior staff, coordinating multidisciplinary teams, and expanding a practice or client base within an established firm.
Familiarity with PennDOT ECMS solicitation & prequalification (Group 5 – Bridge Inspection & Load Rating).
