Position Summary
We’re seeking a knowledgeable, detail‑oriented NBIS Inspection Manager to lead and oversee a diverse portfolio of bridge inspection programs throughout Pennsylvania. You will manage inspection teams, ensure program compliance, perform QC/QA reviews, and coordinate closely with local owners and PennDOT Districts.
This role offers broad program oversight, technical depth, and a clear path toward senior leadership within a supportive small‑firm environment.
What You’ll Do
Program Management & Leadership
Manage statewide NBIS inspection programs for county, township, and borough bridge owners.
Plan, schedule, and track inspections in accordance with 23 CFR 650 Subpart C and PennDOT Publications (including Pub 100A, Pub 238, Pub 583, Pub 626).
Coordinate with PennDOT District staff, local owners, and internal inspection teams.
Lead and mentor inspection staff; support training and technical development.
Quality Assurance / Quality Control
Perform detailed QA/QC reviews of inspection reports, load ratings, and documentation.
Ensure compliance with PennDOT standards, electronic data requirements, and program practices.
Maintain consistency across teams and deliverables.
Technical Inspection & Field Oversight
Participate in complex or fracture‑critical inspections as needed.
Review and interpret condition ratings, element‑level data, and BMS2/BMS3 submissions.
Support emergency response, priority assessments, and post‑event inspections.
Asset Management & Client Support
Assist clients with planning, budgeting, and capital improvement guidance.
Provide structural insight for maintenance recommendations and prioritization.
Support coordination for rehabilitation, replacement, and follow‑up engineering efforts.
Required Qualifications
B.S in Civil Engineering (structural emphasis preferred).
5-10+ years of NBIS bridge inspection experience.
Team leadership or program oversight experience.
Familiarity with PennDOT standards, publications, and inspection requirements.
Strong technical writing, reporting, and communication skills.
Ability to manage multiple inspection cycles, teams, and client relationships.
Preferred Qualifications
Active PE in Pennsylvania (or ability to obtain).
Certified Team Leader per NBIS requirements.
Experience with county and municipal bridge programs in PA.
Proficiency with PennDOT BMS2, BMS3, ECMS, and electronic inspection tools.
Experience mentoring junior staff and coordinating multidisciplinary teams.
